How to find the Reference Number or Infringement Date for NOC?

What does the message 'NOC cannot be found' means?

If you have keyed in a valid reference number and infringement date and the system indicates that the NOC cannot be found, this can be due to:

• The NOC has a due date, where you are not allowed to pay once the due date is over.
  
• The NOC might has been paid.
